Lamprey Tayla Skott was used by her uncle, a scientist, in an illegal bioengineering experiment designed to implant gills on a human. The experiment was a success but it also gave her the power to absorb, store, and project electricity like an electric eel. As Lamprey, she applied for the Legion of Superheroes but was rejected because she had to be near an electrical source to use her offensive powers.

The experiment done on Lamprey to see if it would be possible to give humans gills with which to breathe underwater worked, but it also gave her iridescent green skin and the ability to absorb, store and project ambient electricity or her own bio-electricity.
